Samuel Chism is the Founder, CEO, and Chairman of Watchman Risk Management, Inc., a nonprofit organization committed to strengthening public safety through advanced emergency preparedness, threat mitigation, and active-shooter response training nationwide.

He is a United States Army Operator and Combat Veteran, bringing real-world tactical experience, disciplined leadership, and mission-focused crisis-response expertise into every aspect of his training and instruction. Following his military service, Mr. Chism served as Security Director and Coordinator for ARGA Assemblies, where he led comprehensive protective-services operations, emergency-response planning, and large-scale safety coordination.

Mr. Chism is a Nationally Certified Instructor with the A.L.I.C.E. Training Institute, one of the nation’s leading evidence-based active-shooter preparedness programs. He is also a FEMA Certified Emergency Management Specialist, trained under national disaster-response and emergency-operations standards.

Additionally, he is a Certified Active Shooter Response Instructor through E.P.I. (Emergency Preparedness Institute) and an A.L.E.R.R.T. (Advanced Law Enforcement Rapid Response Training) Certified Instructor, one of the most respected rapid-response active-shooter training programs used by law-enforcement agencies across the United States.

Mr. Chism is the Creator of the P.I.V.O.T.™ Active Shooter Response System, a proprietary, civilian-focused response framework engineered to guide individuals and organizations through a structured, decision-based process during critical incidents. P.I.V.O.T.™ emphasizes preparedness, threat identification, response validation, operational execution, and post-incident transition to improve coordination, clarity, and survivability under extreme stress.

He is also the Creator of the O.U.T.™ Realtor Safety System, a specialized personal-safety and situational-awareness framework designed specifically for real estate professionals operating in isolated, unfamiliar, or high-risk environments.
